Difficulty finding relevant respondents for b2b research

I am testing new B2B hypotheses in IT and constantly face the same problem: it is extremely difficult to find relevant respondents for a narrow query. For example, I currently need decision-makers involved in implementing corporate custom AI solutions with a load of 1000+ requests per month.

2. How often does the problem occur?

Searching for respondents is a constant, regular task that has been ongoing for several months while I search for a new product hypothesis with a high chance of product-market fit.

3. What attempts have you made to solve the problem?

LinkedIn and similar platforms: High level of spam, requires a lot of time to craft messages and a well-developed profile for any response.

Relevant Telegram chats: Often non-target people respond. A detailed query reduces conversion because people don't read it through.

Respondent recruitment agencies: This option works, but there is an overpayment for commission and a lack of transparency is unacceptable.

4. How much are you willing to pay for the solution?

I am willing to pay for the respondents' time plus the service commission or for a subscription. The specific cost for my case depends on the complexity of the Ideal Customer Profile (ICP) and the resource intensity of finding a quality respondent. Everything is negotiable, around 500 rubles (6$).
